1. Information “Black Lists”
The “Freedom of Information Center” NGO in Armenia has published the “Black List” of the second quarter of 2009. According to Hraparak Newspaper, the list includes people who have violated citizens’ rights in order to gain information. The following people have appeared in the “Black List”:
1. Yerevan Mayor Gagik Beglaryan;
2. Leader of the “Orinatc Yerkir” Party and Secretary of the RA National Security Council Artur Baghdasaryan;
3. Leader of the Armenian National Congress Levon Ter-Petrosyan;
4. Leader of the Labor Socialist Party of Armenia Movses Shahverdyan;
5. Head of the “Medical Unity N2” CJSC Tigran Khachatryan.
2. New Information Website in Armenia
Presentation of the News.am informational website took place in Yerevan on July 10th. The new trilingual (Armenian, English and Russian) internet website is a news analysis agency which will cover topics from the South Caucasus in addition to different issues regarding Armenia and Armenian Diaspora. The website staff will follow publications of the world media and present them to its readers after studying and analyzing the most notable reports among them.

2. New Information Website in Armenia

The newly established agency has told Azg newspaper that Armenian and foreign language media organizations of the Armenian Diaspora will also be reflected in News.am. Armenika Kiviryan is one of the editors of News.am. She is also the editor-in-chief of the Transcaucasian office of IA Regnum News Agency. Armenika’s brother, Argishti Kiviryan, is the coordinator-editor of the online periodical ArmeniaToday.info who was brutally beaten by unknown individuals near the entrance to his building on April 30th of this year.
3. Again about A1plus
RA NA deputy Artak Davtyan, who is also the Chairman of the Standing Committee on Science, Education, Culture, Youth and Sports in the National Assembly, has told Aravot that many are considering Point 12 of PACE Resolution 1677, which would allocate a broadcasting license to A1plus Television Company. Whereas Davtyan says the European Court of Human Rights, the verdict of which must be met by the above mentioned PACE resolution, insists simply that “…open, fair and transparent competition be announced, the results of which won’t arouse doubt.
And also A1plus will be given an opportunity to participate in the competition.” In response to Aravot’s observation that the Assembly has noted that technical factors related to the investment of digital broadcasting in Armenia shouldn’t be used to postpone the competition and whether it doesn’t mean that the competition should be announced as soon as possible, the deputy answered that there are not deadlines mentioned in the resolution.
4. Information Availability in Armenian Regions
The beginning is in the previous issue. “Hayq” has presented the summarized report of the RA Ministry of Territorial Administration on the means of public awareness which exist in 914 communities of Armenia. 19 communities out of 92 in the Gegharkunik region do not have local phone communication. Only one community is lacking in mobile communication. Schools within all of the communities, as well as 5 community administrations, are provided with the internet.
The cities of Martuni, Sevan, Vardenis and Chambarak have internet websites, however, they don’t generally provide information. There are TV companies in Gavar, Martuni and Sevan communities and newspapers are published in Gavar and Sevan. Information billboards are located in 19 of the communities. All 67 communities in the Kotayk region are provided with local and mobile communication. The internet is available to residents of 32 communities within the region. Hrazdan, Abovyan, Charentcavan,
Eghvard and Tsaghkadzor have internet websites. Three of the websites are rather informative. There are TV companies in Hrazdan, Abovyan, Charentcavan and Nor Hachn. Informative billboards are located in 8 communities out of 67. According to the newspaper, residents of 57 communities are deprived of information about the community in which they live.
All the 119 communities in Shirak region are provided with local and mobile communication. Internet communication is available only in the cities of Gyumri, Artik and Akhuryan. Only Gyumri has and internet website, as well as a local radio station and TV companies – Tcayg TV, Shirak TV, Gala TV and Shant TV. The staff of Shant TV has established a TV channel of the same name in Yerevan and it is considered to be one of the leading and most influential stations. To be continued…
