Վրաստանում դեռ չկա թվային հեռարձակման վերաբերյալ ռազմավարական փաստաթուղթ

Վրաստանը, տարածաշրջանի մյուս երկրների պես, 2015 թ-ի հունվարից պետք է հեռուստառադիոհաղորդումների անալոգային հեռարձակումից անցնի թվային տարբերակի: Դա հաստատված է 2006թ-ի Միջազգային հեռահաղորդակցության միության համաձայնագրով:

Սակայն Վրաստանում թվային հեռուստառադիոհաղորդումների ներդրման ազգային ռազմավարության փաստաթուղթը դեռևս մշակման փուլում է, իսկ թվայնացման գործընթացի իրականացման մանրամասնություններն ու անհրաժեշտ ֆինանսական միջոցների չափն առայժմ հայտնի չեն:

Ըստ Վրաստանի էկոնոմիկայի և կայուն զարգացման նախարարության Հաղորդակցման, տեղեկատվական տեխնոլոգիաների և նորարարության վարչության պետի տեղակալ Ջեմալ Վաշակիձեի, պատճառները բազմազան են` տեխնիկականից մինչև կազմակերպչական.

«Սա առաջին հերթին պայմանավորված է համընդհանուր բարեփոխմանը ճշգրտորեն և հավասարակշռված մոտենալու անհրաժեշտությամբ: Մենք չենք ուզում արհեստականորեն արագացնել գործընթացը, որպեսզի ասենք, թե արդեն անցել ենք», – ասում է Վաշակիձեն: «Սա ինքնանպատակ չէ: Թվային հեռարձկմանը պետք է անցնել պետության, հեռարձակողների, ներդրողների և հասարակության համար առավելագույն շահույթով»:

Georgia Has Not Yet Developed a Strategic Document on Digital Broadcasting

From January, 2015 Georgia like other countries in the region must pass from analog to digital broadcasting. It was established in 2006 by the International Telecommunications Union Agreement.

However, the national strategy document on introduction of digital broadcasting is still under preparation, and the implementation details of digitization process and the amount of necessary financial resources are not yet specified.

Jemal Vashakidze, Deputy Head of the Department of Communication, Information Technologies and Innovations of the Ministry of Economics and Sustainable Development, says that the reasons are quite diverse – from technical to organizational.

“This, first of all, is conditioned by the necessity of a precise and balanced approach to the comprehensive reform. We do not want to artificially fasten the process, to say that we already have done it,” says Vashakidze. “This is not an end in itself. Digital broadcasting should provide maximum profit for broadcasters, investors and the society.”

Broadcasting Stopped: GALA TV Equipment Dismantled from the Tower

On October 25, the Court of Appeal decided that GALA TV has to dismantle its equipment from the broadcasting tower belonging to the Gyumri municipality.

The equipment was moved to the Gyumri central TV tower which belongs to the TV and Radio Broadcasting Network. After dismantling, GALA TV stopped airing, but the head of the TV Company states that the broadcasting will be restored in several hours if no additional difficulties occur during the installation works.

“Two months ago we received a letter from the Court Enforcement Service. They asked in what phase the dismantling process was. We answered that we had technical problems with delivering our signal to the other tower, and that we needed time to find appropriate experts,” says GALA TV owner Vahan Khachatryan.

On the dismantling day, GALA TV again received a letter from the Enforcement Service but did not answer it as the dismantling works were over.

It is not clear yet what quality the GALA TV programs will have as a result of moving to the new tower.

“Maybe in some places it will become better and in some places worse. It depends on the tower position. I can’t tell anything till we try it,” says Vahan Khachatryan.

Iran TV bans shirtless men and “love triangles”

Iran’s state television has banned programs featuring provocative love stories or shirtless men in an apparent bow to hard-line Muslim clerics complaining about such scenes in foreign movies, Iranian newspapers reported Tuesday.

Since the 1979 Islamic Revolution, Iranian TV and movie productions have avoided scenes showing the close mixing of the genders, which is discouraged in Iran. Iranian actresses in domestic productions also appear in Islamic dress that covers them from head to toe.

Through illegal satellite dishes, however, many Iranians are able to see foreign TV shows and movies. And some clerics also complain about programs on state TV that show men and women working together in the same offices or otherwise mingling or romantically involved, as well as makeup worn by Iranian actresses in domestic productions.

Reports by several Iranian dailies, including Tehran-e Emrouz, said the state broadcasting company banned such programming on state channels. The ban included specific mentions of “half-naked men” and provocative romantic tales such as “love triangles.”

It also appealed to Iranian producers to avoid images of the sexes mixing at “wedding ceremonies, family parties, work places and celebrations.”

Լրագրողներ հանուն ապագայի ՀԿ նախագահ Սուրեն Դեհերյանը բաց նամակ է տարածել ուղղված Մարդու իրավունքների պաշտպան Կարեն Ադրեասյանին: Նամակը Դեհերյանն անձամբ հանձնել է Անդրեասյանին այսօր Ծաղկաձորի “Կեչառիս” հյուրանոցային համալիրում մեկնարկած “Մարդու իրավունքներ. պաշտպանի լսարան” ֆորումի ժամանակ` շուրջ 120 մասնակիցների ներկայությամբ: Ստորև ներկայացված է նամակի բովանդակությունը.

“Հարգելի պրն. Անդրեասյան,

Ձեզ եմ դիմում որպես մի մարդ, ով իր գործընկերների հետ միասին վերջին ութ ամիսներին սերտորեն համագործակցել է խուլ և լսողության խնդիրներ ունեցող երիտասարդների հետ` սովորեցնելով նրանց լուսանկարչական, լրագրողական և համացանցային հմտություններ: Ինչպես դասերի ընթացքում, այնպես էլ դասերից դուրս և ընկերական միջավայրում մեր մասնակիցները ներկայացրել են Հայաստանում խուլերի համար առկա խնդիրներն ու անհավասար պայմանները: Համոզված եմ` բոլոր այդ խնդիրները լուծելի են` պետության, հանրության և առանձին անհատների կամքի դրսևորման պարագայում:

Այս նամակով ուզում եմ անդրադառնալ այդ խնդիրներից մեկին, որը մատնանշել են բոլոր խուլերը:

Սա չի առնչվում նրանց սոցիալ-տնտեսական կարգավիճակին, այլ զուտ բարոյահոգեբանական խնդիր է և անմիջական կապ ունի նրանց տեղեկացված լինելու սահմանադրական իրավունքի հետ` իբրև մարդկանց և Հայաստանի Հանրապետության քաղաքացիների, ովքեր ուզում են, որ հարգվեն նաև իրենց իրավունքները:

Վրաստանում հայտարարվել են մամուլի համագործակցության 2011 թվականի ծրագրի հաղթողները

Վրաստանում ԱՄՆ դեսպանատունը IREX-ի հետ համատեղ հայտարարել են 2011 թվականի վրացական մամուլի համագործակցության ծրագրի (Georgian Media Partnership Program) հաղթողներին: Դրանք են՝ Բաթումիի 25-րդ ալիքը և Գուրջաանիի համանուն հեռուստաընկերությունը:

Այս հեռուստաալիքները կհամագործակցեն ամերիկյան ընկերությունների հետ` ամրապնդելու գործնական և մասնագիտական հարաբերությունները փոխանակումների, անհատական խորհրդատվությունների և կուտակած փորձի փոխանցման միջոցով: 25-րդ ալիքի և Գուրջաանի TV-ի ներկայացուցիչները կայցելեն իրենց ամերիկյան գործընկերներին փորձ ձեռք բերելու նպատակով: Ամերիկացի փորձագետներն էլ կմեկնեն Վրաստան դասընթացներ և խորհրդատվություն կազմակերպելու համար:
