Human Rights Watch Report 2011: Georgia

Human Rights Watch has published the World Report of events that took place in 2010. This 21st annual World Report summarizes human rights conditions in more than 90 countries and territories worldwide. It reflects extensive investigative work undertaken in 2010 by Human Rights Watch staff, usually in close partnership with domestic human rights activists. The report also focuses on media freedom in these countries.

GEORGIA 

Media Freedom

The media environment remains mixed, with diverse print media, but nationwide television broadcasting limited to the state-owned Public Broadcaster and pro-government Rustavi 2 and Imedi stations. Transparency of media ownership remains a concern.

Several journalists alleged pressure and attacks. On June 25, police assaulted Gori-based Trialeti television journalist Lado Bichashvili and cameraman Imeda Gogoladze as they filmed the removal of a Stalin statue from the city center. About eight policemen beat the journalists and confiscated their camera, which they later returned with materials deleted.

Human Rights Watch Report 2011: Azerbaijan

Human Rights Watch has published the World Report of events that took place in 2010. This 21st annual World Report summarizes human rights conditions in more than 90 countries and territories worldwide. It reflects extensive investigative work undertaken in 2010 by Human Rights Watch staff, usually in close partnership with domestic human rights activists. The report also focuses on media freedom in these countries.

AZERBAIJAN 

Media Freedom

Government officials initiated 26 criminal defamation cases against journalists and other critics in the first half of 2010; courts delivered 14 sanctions. In addition officials filed 36 civil defamation claims, 30 of which were successful. For example, in February 2010 a Baku court convicted Ayyub Karimov, editor in chief of the Femida 007 newspaper, of slander and ordered him to pay a fine, in response to a Ministry of Internal Affairs complaint regarding Karimov’s articles criticizing the ministry. Also in February Ministry of Education officials filed a criminal complaint against Alovsat Osmanli, a mathematician, for articles in the Azadlig newspaper criticizing the ministry for mistakes in mathematics textbooks.

Human Rights Watch Report 2011: Media Freedom In Armenia Has Shortcomings

Human Rights Watch has published the World Report of events that took place in 2010. This 21st annual World Report summarizes human rights conditions in more than 90 countries and territories worldwide. It reflects extensive investigative work undertaken in 2010 by Human Rights Watch staff, usually in close partnership with domestic human rights activists. The report also focuses on media freedom in these countries.

ARMENIA

Media Freedom

In early 2010, as part of the transition to mandatory digital broadcasting, parliament convened a working group to revise the Law on Television and Radio that included NGOs and opposition parliamentarians. Parliament adopted the legislation in a June 10 emergency session before thorough discussion of the draft.

The amendments reduced the number of available television stations, and stipulate that existing broadcasters or those with at least three years experience receive preference in future licensing competitions, creating a barrier for new broadcasters.

Human Rights Watch Զեկույց 2011. Հայաստանի ԶԼՄ-ների ազատությունը թերի է

«Human Rights Watch» մարդու իրավունքների պաշտպանության միջազգային կազմակերպությունը հրապարակել է «Համաշխարհային զեկույց» 2010 թվականի իրադարձությունների վերաբերյալ: Այս` 21-րդ ամենամյա զեկույցը, ամփոփում է աշխարհի ավելի քան 90 երկրներում մարդու իրավունքների նախադրյալները: Այն արտացոլում է մի ահռելի հետազոտական աշխատանք, որը 2010 թ-ին ձեռնարկել է «Human Rights Watch»-ը մարդու իրավունքների պաշտպանությամբ զբաղվող տեղական ակտիվիստների հետ համատեղ: Զեկույցում նաև անդրադարձ է կատարվում ԶԼՄ-ների և խոսքի ազատությանը:

ՀԱՅԱՍՏԱՆ 

ԶԼՄ–ների ազատություն

2010 թվականի սկզբին պարտադիր թվային հեռարձակման անցնելու համար Ազգային ժողովը կազմեց մի խումբ, որի մեջ մտնում էին ՀԿ-ների ներկայացուցիչներ և պատգամավորներ, և հանձնարարեց վերանայել «Հեռուստատեսության և ռադիոյի մասին» օրենքը: Հունիսի 10-ին խորհրդարանն ընդունեց փոփոխություններ այդ օրենքում:

Փոփոխությունների հետևանքով կրճատվեց հեռուստաալիքների թիվը և լիցենզավորման գործընթացում նախապատվությունը տրվեց ներկայումս գործող և ավելի քան երեք տարվա հեռարձակման փորձ ունեցող հեռուստաընկերություններին՝ դրանով սահմանափակելով նոր հեռուստաալիքների՝ լիցենզիա ստանալու հնարավորությունները:

Էլ.-թափանցիկություն 2010. ՀՀ պետական կայքերը թերի կողմեր ունեն

Պետական 40 կայքերի ուսումնասիրության արդյունքում Հայաստանի դատախազության կայքը ճանաչվել է ամենամատչելի պաշտոնական էլեկտրոնային ռեսուրսը։ Ավելի մատչելի, քան Հայաստանի նախագահի, Ազգային ժողովի, կառավարության և սահմանադրական դատարանի կայքերն են։

«Մեր կայքը երկու անգամ վերազինվել է, վերջին անգամ մեզ աջակցել է ԵԱՀԿ հայաստանյան գրասենյակը: Միջազգային փորձի կիրառումը բերել է նրան, որ մեր կայքում հաճախորդները շատ հեշտ են գտնում ինֆորմացիան»,- JNews-ին հայտնեց ՀՀ դատախազության հանրային կապերի վարչության պետ Շահեն Տոնոյանը:

Ուսումնասիրությունը կատարվել է Խոսքի ազատության պաշտպանության կոմիտեի (ԽԱՊԿ) կողմից` հաշվի առնելով կայքերում տեղեկատվության տեղադրման օպերատիվությունը, մատչելիությունը և կայքի այցելուների համար դրանց օգտագործման հարմարավետությունը:

Պետական կայքերը 3 խմբով են ուսումնասիրվել։ Առաջին խմբում ներառվել են նախարարությունների եւ կառավարությանն առընթեր պետական մարմինների կայքերը (թվով 25), երկրորդ խմբում 10 մարզերի պաշտոնական կայքերն են, իսկ երրորդ խմբում՝ ՀՀ նախագահի, ՀՀ Ազգային ժողովի, ՀՀ կառավարության, ՀՀ սահմանադրական դատարանի եւ ՀՀ դատախազության պաշտոնական կայքերը:

For Already 575 Days in Jail: Pashinyan’s Wife Replacing Him both At Home and At Work

“My children know that father has gone to work. He has a very important job to do for the country, the state and the people,” says Anna Hakobyan, wife of the currently imprisoned chief editor of the “Haykakan Zhamanak” daily Nikol Pashinyan.

When we met, she was still working though it was already late. Now Anna is the publisher and director of the “Haykakan Zhamanak” daily. During Pashinyan’s absence she is performing also the responsibilities of an editor. Anna says her parents and nanny help her to take care of the children.

“At first, when I was late, the children were calling in case of any problem. Now, it seems, they have already accustomed, they call a few times not to disturb me,” Anna says.

“I have never applied to my husband to choose ‘softer and safer’ methods of struggle,” she says, “I don’t think that the families in Armenia where father and mother come back home from work are in a better situation than ours is. I don’t mean the financial difficulties only. Even with a good job, there are very few families today who can say that they live a happy and comfortable life under the conditions of this widespread injustice. ”

The editor-in-chief of the “Haykakan Zhamanak” daily is imprisoned for already one and a half year, since July 2009.

Բաքվի Վերաքննիչ դատարանը չի փոխում լրագրող Ֆաթուլլաևի պատժաչափը

Հունվարի 25-ին Բաքվի Վերաքննիչ դատարանը՝ Միրփաշի Հուսեյնով դատավորի գլխավորությամբ, ավարտեց լրագրող Էյնուլլա Ֆաթուլլաևի բողոքարկման գործընթացը: Արդյունքն անսպասելի էր թե՛ լրագրողի, թե՛ դատապաշտպանի համար:

Դատի ընթացքում լրագրողը դիմեց դատարանին՝ պահանջելով, որպեսզի նրա հագուստը և կոշիկները, որոնք նա կրել է նրա մոտ թմրանյութեր հայտնաբերելու պահին, փորձաքննության հանձնվեն: Սակայն դատարանը մերժել է նրա դիմումը՝ հեռանալով քննարկման:

Դրանից հետո ևս մի քանի անգամ դատական կազմը հեռացել է դահլիճից: Ժամը 19:00 դատավոր Հուսեյնովը հայտարարել է, որ դատավճիռը «մնում է ուժի մեջ»:

Հիշեցնենք, որ 2010 թվականի նոյեմբերի 10-ին Մարդու իրավունքների եվրոպական դատարանի պահանջով Ադրբեջանի Գերագույն դատարանը հանել էր լրագրողի նկատմամբ բոլոր մեղադրանքները: Սակայն նա մնում է ազատազրկման մեջ մեկ այլ գործով: 2010 թվականի հուլիսի 6-ին նրան դատապարտել են 2.5 տարվա ազատազրկման թմրանյութեր պահելու համար:

«Երեխաներս գիտեն, որ հայրիկը աշխատանքի է գնացել։ Շատ կարևոր գործ ունի, որ արվում է երկրի, պետության և ժողովրդի համար»,- ասում է անազատության մեջ գտնվող «Հայկական ժամանակ» օրաթերթի գլխավոր խմբագիր Նիկոլ Փաշինյանի կինը՝ Աննա Հակոբյանը։

Երբ հանդիպեցինք, թեև արդեն ուշ երեկո էր, սակայն նա դեռ աշխատում էր։ Աննան այժմ «Հայկական ժամանակ» օրաթերթի հրատարակիչն ու տնօրենն է։ Փաշինյանի բացակայության ժամանակ նաև խմբագրի պարտականություններն է կատարում։ Ասում է, որ երեխաների խնամքի հարցում ծնողներն ու դայակն են օգնում։

«Սկզբում, երբ ուշանում էի, երեխաները շատ էին զանգում, ամեն մի հարցի դեպքում։ Հիմա արդեն, կարծես, դրան էլ են ընտելացել, քիչ են զանգում, որ շատ չանհանգստացնեն»,– ասում է Աննան։

«Երբեք չեմ դիմել ամուսնուս՝ պայքարի ավելի «մեղմ ու անվտանգ» ձևեր ընտրելու խնդրանքով,-ասում է նա։ -Ես չեմ համարում, որ Հայաստանի այն ընտանիքները, որտեղ ամեն օր հայրիկն ու մայրիկը տուն են վերադառնում աշխատանքից, ավելի լավ վիճակում են, քան մեր ընտանիքը: Խոսքը միայն ֆինանսական դժվարությունների մասին չէ: Նույնիսկ լավ աշխատանք ունեցող շատ քիչ ընտանիքներ կան այսօր, որոնք կարող են ասել, որ երջանիկ ու հանգիստ են այս համատարած անարդարությունների պայմաններում»:

«Հայկական ժամանակ»-ի գլխավոր խմբագիրը անազատության մեջ է արդեն մեկ ու կես տարի` 2009 թ-ի հուլիսից:

Վրաստանում սկսում է հեռարձակվել ռուսալեզու ՊԻԿ հեռուստաալիքը

Վերանվանված ռուսալեզու ՊԻԿ (Պեռվիյ ինֆորմացիոննիյ կավկազսկիյ) հեռուստաալիքը, որը նախկինում կոչվում էր Առաջին կովկասյան հեռուստաալիք, եթեր է դուրս գալիս հունվարի 25-ին:

Ըստ հեռուստաընկերության ղեկավարության՝ հեռուստաալիքն իր բյուրոները կունենա Երևանում, Բաքվում, Կիևում և Մոսկվայում: Աշխատանք է տարվում Վաշինգտոնում և Իրանում բյուրոներ կազմավորելու ուղղությամբ:

Հունվարի 25-ին ժամը 6-ին ՊԻԿ-ը կազմակերպելու է հեռուստակամուրջ. նախագահը կպատասխանի ժողովրդի հարցերին: ԶԼՄ-ների ներկայացուցիչները և բնակչությունը արդեն երկրորդ անգամ հնարավորություն կունենան իրենց հարցերը հղել Վրաստանի նախագահին:

Համաձայն Ռոբերտ Պարսոնսի, որը գլխավոր տնօրենն է՝ նախագահական հեռուստակամուրջը շատ կարևոր իրադարձություն է հեռուստաալիքի համար: Սակայն նման լայնամասշտաբ պրոեկտի համար բավականաչափ աշխատակազմ չունենալու պատճառով ՊԻԿ-ը այլ հեռուստաընկերություններից լրագրողներ է վարձել:

In Georgia Russian-language TV Company PIK to Launch Broadcasts

A rebranded Russian-language channel of the Georgian Public Broadcaster, Perviy Informatsionniy Kavkazsky (PIK) (First Caucasus News), formerly known as the First Caucasian Channel is to launch broadcasts on January 25.

According to the TV management the TV company is going to have its own bureaus in Yerevan, Baku, Kiev and Moscow. The work is being on to set up bureaus in Washington and Iran.

On January 25 at 6 pm PIK is to organize a TV bridge – President to Answer People’s Questions. Media representatives and the population are going to enjoy a second chance to pose questions live to the President of Georgia.

According to Robert Parsons, Director General, with the launch of the broadcasts President’s appearance on the channel is important. Due to the lack of the staff to carry out this large-scale project PIK hired journalists from other channels, Robert Parsons said.
