Հայտարարություն. ԶԼՄ-ների վրա ճնշումներն ակտիվացել են

Հայաստանի մի շարք հասարակական կազմակերպություններ տարածել են հայտարարություն, որով իրենց մտահոգությունն են հայտնում վերջին շրջանում Հայաստանում ԶԼՄ-ների նկատմամբ քաղաքական շրջանակների եւ խոշոր բիզնեսի ներկայացուցիչների կողմից կրկին ակտիվացած ճնշումների վերաբերյալ: Ստորև ներկայացված է հայտարարության տեքստն ամբողջությամբ:

«Այս տարեսկզբին հայաստանյան լրագրողական կազմակերպություններն արձանագրեցին, որ 2012 թվականին ԶԼՄ-ների դեմ դատական հայցերի քանակը զգալիորեն նվազել է։ Դա նկատեց նաեւ «Human rights watch» միջազգային կազմակերպությունը, որը օրեր առաջ հրապարակած զեկույցում նշել է, որ Հայաստանում լրատվամիջոցների դեմ քաղաքական շարժառիթներով նախաձեռնած’վիրավորանքի և զրպարտության հիմքերով դատական գործերը դադարել են էական խնդիր լինելուց։

Մինչդեռ վերջերս քաղաքական շրջանակների եւ խոշոր բիզնեսի ներկայացուցիչները կրկին ԶԼՄ-ների վրա ճնշում գործադրելու ակտիվություն են ցուցաբերում՝ դրանց դեմ դատական հայցեր ներկայացնելով։ Եվ կրկին դրամական պահանջներն առավելագույն չափով են։ Միաժամանակ՝ լրատվամիջոցների գույքի ու դրամական միջոցների վրա արգելանք դնելու միջնորդություններ են ներկայացվում։ Ասվածի վառ օրինակներն են՝ ՀՀ երկրորդ նախագահ Ռ. Քոչարյանի եւ նրա որդու հայցն ընդդեմ «1in.am»-ի, ինչպես նաեւ՝ գործարար Խաչիկ Խաչատրյանի երկու հայցն ընդդեմ «Ժողովուրդ» օրաթերթի։

Armenian Journalist Presents Armenia on CNN (video)

For already a year and a half, Gayane Avetisyan, journalist of “Yerkir Media” TV, has been representing Armenia to the CNN viewers in the frames of the “World View” program.

Stories about the Tatev ropeway, Armenian ritual dolls, Sisyan wine-making and Qarahunj observatory received positive feedback.

“Many countries cooperate with the “World View” on CNN. The aim of the program is to present the country from the local journalists’ point of view,” says Gayane.

The cooperation is on voluntary basis: the crew does not receive any money for the stories. The only reward is the opportunity to show Armenia to multi-million audience of CNN. On the occasion of Independence Day of Armenia, September 21, Gayane was awarded with a letter of gratitude by the RA Prime Minister for the initiative.

Her last report was from Karabakh telling about the ancient Armenian city Tigranakert, airing of which raised dissatisfaction of neighboring Azerbaijan. Baku demanded explanations from the US Embassy.

“We always wanted to make a story about Karabakh but we had to stay neutral as it is a conflict zone. This year I spent my vacation in Karabakh and I was very impressed by the Tigranakert excavations, and after all, we decided to make a report about the ancient city,” says Gayane.

Reporters Without Borders Concerned with Press Situation in Armenia

Reporters Without Borders is concerned about all the libel actions being brought against Armenian newspapers and the disproportionate damages being demanded, which threaten their survival and create a climate that encourages self-censorship. This tendency to use lawsuits to throttle news media must be reined in.

The repeal of jail sentences for libel and slander in April 2010 was hailed as a democratic advance but judicial harassment of the media continues. There were 12 defamation actions during the first quarter of 2011 alone. Independent newspapers are the leading targets. The daily Jamanak is currently the subject of three different lawsuits. Haykakan Jamanak and Hraparak are also being sued.

In most cases the plaintiffs are politicians. On 18 April, Armenia’s highest appeal court ordered the news website Hetq, founded by the NGO Investigative Journalists, to pay Ijevan mayor Tavush Marz 450,000 drams (820 euros) in damages and publish a retraction. The suit was brought over a series of articles about embezzlement by local officials. Having exhausted all possibilities of appeal in Armenia, the NGO says it will take the case to the European Court of Human Rights.

Media freedom-and satire: Her Majesty’s Ambassador to Armenia Charles Lonsdale’s notes

3 May is World Press Freedom Day.  It’s a key issue for us around the world and the Foreign Secretary has paid tribute to journalists, bloggers and media organisations.

I spent part of the weekend at a meeting arranged by the Armenian Ombudsman (supported by the EU, Council of Europe and OSCE) with media and civil society to mark the day by discussing some of the most urgent media freedom issues in Armenia.

We welcomed the decision last year to set up a working group, including civil society members, to look at the key reforms required to the broadcasting law.  There has also been a lot of expert advice from the OSCE and Council of Europe (in the form of a British consultant, Eve Salomon). And the end goal is plain: to have media in Armenia which are genuinely diverse and represent a range of different views.

ԶԼՄ ազատություն և սատիրա. Բրիտանիայի դեսպանը հայկական ԶԼՄ-ների մասին

Հայաստանում Մեծ Բրիտանիայի դեսպան Չարլզ Լոնսդեյլն իր անձնական բլոգում մայիսի 3-ին արված գրառման մեջ նշում է, որ իր հանգստյան օրերի մի մասն անց է կացրել Հայաստանի մարդու իրավունքների պաշտպանի կողմից ԶԼՄ և քաղաքացիական ներկայացուցիչների հետ կազմակերպած հանդիպմանը` նշելու Մամուլի համաշխարհային օրը և քննարկելու Հայաստանում մամուլի ազատությանը առնչվող ամենահրատապ խնդիրներից մի քանիսը:

Դեսպանը նշում է, որ հանդիպման մասնակիցները ողջունել են անցյալ տարի աշխատանքային խումբ ստեղծելու մասին ընդունած որոշումը, ըստ որի, խումբը կընդգրկի քաղաքացիական հասարակության անդամներ, ովքեր կհետևեն հեռարձակման օրենքում արվող առանցքային բարեփոխումներին: Բազմաթիվ խորհուրդներ են տրվել նաև ԵԱՀԿ և Եվրախորհրդի փորձագետների կողմից (ի դեմս բրիտանացի կոնսուլտանտ Եվա Սալոմոնի): Իսկ նպատակն, ըստ նրա, շատ պարզ է` Հայաստանում ունենալ իսկապես բազմաբնույթ և տարբեր կարծիքներ ներկայացնող լրատվություն:

Freedom of the Press 2011. Armenia is 146th

Freedom of the Press 2011 identifies the greatest threats to independent media in 196 countries and territories. Released on May 2 as part of the UNESCO World Press Freedom Day celebration in Washington, D.C., the report shows that global media freedom has reached a new low point, contributing to an environment in which only one in every six people live in countries with a Free press. In 2010, there were particularly worrisome trends in the Middle East and the Americas, while improvements were noted in sub-Saharan Africa.

Armenia is ranked 146th among all the countries in the world alongside Egypt where revolution broke out this year. In the ranking of Central and Eastern European countries Armenia is 21st among 29 countries. In both cases Armenia is classified as not free.

Azerbaijan is 171st in global ranking, Iran is on 188th place, while Turkey and Georgia are 112th and 118th respectively and are considered partly free.

Օրինախախտության շղթա. ինպե՞ս կասեցնել հեղինակային իրավունքի խախտումները

ՅՈՒՆԵՍԿՕ-ի որոշմամբ ապրիլի 23-ը Գրքի և հեղինակային իրավունքի միջազգային օրն է: Արդեն երեք տարի է` Հայաստանի մշակույթի նախարարությունը ևս միացել է օրվա խորհրդին և պարբերաբար նախաձեռնում է այդ օրվան նվիրված միջոցառումների շարք, որոնք միտված են գրքի տարածմանը և հեղինակային իրավունքների իրազեկման բարձրացմանը: Այս տարի միջոցառումների շարքը սկսվել է ապրիլի 21-ից և շարունակվելու է մինչև ապրիլի 26-ը:

Թե ինչ ազդեցություն են ունեցել նման միջոցառումները  հանրության շրջանում առայժմ ուսումնասիրված չէ, բայց համաձայն մասնագետների գնահատականի այսօր Հայաստանում հեղինակային իրավունքի ոտնահարման ցուցանիշը 90 տոկոսից ավելի է:

Ընդ որում`խախտումներն առկա են գրեթե բոլոր ասպարեզներում. չկա մի ոլորտ, որի մասին խոսելիս կարելի է բացառել «պիրատության» դեպքերը: Թերևս, այդ առումով «ամենամաքուրը» թատրոններն են, որտեղ եթե որևէ ժամանակակից գործ է բեմադրվում, վարձատրվում են ստեղծագործական խմբի բոլոր անդամները` սցենարի հեղինակը, ռեժիսորը, կոմպոզիտորը, օպերատորը, պրոդյուսերը (եթե հեղինակի մահից անցել է 70 տարի, հեղինակային իրավունքի մասին օրենքն իր ուժը կորցնում է):
