Երկու սերունդ` մեկ կարծիք. oրաթերթերի համար ապագան հուսադրող չէ

«Ժամանակ» թերթի խմբագիր, 1in.am կայքի հիմնադիր խմբագիր Արման Բաբաջանյանը Հայաստանում տպագիր մամուլի (մասնավորապես թերթերի) համար լուսավոր ապագա չի տեսնում, եթե ըստ նրա, կառավարությունը կամք չդրսևորի և տարբեր ճանապարհներով` մրցույթներով, դրամաշնորհային ծրագրերով, թերթերի աջակցության ծրագրեր չմշակի:

Խմբագրի խոսքով` հայաստանյան թերթերը վերջին ամիսներին ավելի ծանր դրության մեջ են հայտվել հատկապես «Զրպարտության և վիրավորանքի մասին» օրենքի ապաքրեականացումից հետո:

«Մի կողմից թերթերի տպաքանակը չափազանց սահմանափակ է, և թերթերը չեն կարողանում իրենց ծախսերը գոնե ինքնաբավության հասցնել, մյուս կողմից իշխանության ներկայացուցիչները հետևողականորեն ֆինանսական դժվարություների առաջ են ցանկանում կանգնեցնել թերթերին՝ դատական կարգով վիճարկելով այս կամ այն հարցը և օրենքով նախատեսված ֆինանսական ամենաբարձր փոխհատուցումն են պահանջում թերթերից, ինչն ավելի է խոչընդոտում Հայաստանում ազատ մամուլի կայացմանը»,-ասում է Բաբաջանյանը:

«Ազգ» օրաթերթի խմբագիր Հակոբ Ավետիքյանը ևս այն կարծիքին է, որ թերթը ապագայում, ինչպես և ներկայումս ոչ թե զուտ լուրեր հաղորդող լրագիր` լուր տվող պետք է լինի, այլ` ավելի մեկնաբանական և վերլուծական:

Try Again: The Kocharyans Suit Against “Zhamanak” Daily Continues

The verdict of the case brought against the “Zhamanak” daily by Bella and Sedrak Kocharyans, the wife and the son of the second president of Armenia Robert Kocharyan, was not published, though it was previously announced that the last court session would be held today.

Meanwhile, Arayik Melkumyan, judge of general jurisdiction court of Kentron and Nor Nork districts, who has been presiding over this session, decided to resume the trial to examine some evidences again.

The Kocharyans have sued the “Zhamanak” daily for the three articles published last autumn. The plaintiff argues that information disseminated through those articles has been false. In particular, the daily has noted that Robert Kocharyan’s wife, Bella Kocharyan is involved in the drug business and that the “911” drugstores’ network belongs to their family. In another article of the “Zhamanak” it was written that the freights of “Spayka” company are realized under the auspices of Robert Kocharyan’s son, Sedrak Kocharyan.

The Kocharyans family demands the “Zhamanak” to pay 6 million drams (about $16,200) as compensation for the damage caused through insult and libel.

Although the parties could reconcile with each other in the trial, but the plaintiff had not accepted the newspaper’s lawyer Nikolay Baghdasaryan’s peace proposal.

ԶԼՄ ազատություն և սատիրա. Բրիտանիայի դեսպանը հայկական ԶԼՄ-ների մասին

Հայաստանում Մեծ Բրիտանիայի դեսպան Չարլզ Լոնսդեյլն իր անձնական բլոգում մայիսի 3-ին արված գրառման մեջ նշում է, որ իր հանգստյան օրերի մի մասն անց է կացրել Հայաստանի մարդու իրավունքների պաշտպանի կողմից ԶԼՄ և քաղաքացիական ներկայացուցիչների հետ կազմակերպած հանդիպմանը` նշելու Մամուլի համաշխարհային օրը և քննարկելու Հայաստանում մամուլի ազատությանը առնչվող ամենահրատապ խնդիրներից մի քանիսը:

Դեսպանը նշում է, որ հանդիպման մասնակիցները ողջունել են անցյալ տարի աշխատանքային խումբ ստեղծելու մասին ընդունած որոշումը, ըստ որի, խումբը կընդգրկի քաղաքացիական հասարակության անդամներ, ովքեր կհետևեն հեռարձակման օրենքում արվող առանցքային բարեփոխումներին: Բազմաթիվ խորհուրդներ են տրվել նաև ԵԱՀԿ և Եվրախորհրդի փորձագետների կողմից (ի դեմս բրիտանացի կոնսուլտանտ Եվա Սալոմոնի): Իսկ նպատակն, ըստ նրա, շատ պարզ է` Հայաստանում ունենալ իսկապես բազմաբնույթ և տարբեր կարծիքներ ներկայացնող լրատվություն:

ՀՀ ԳԱԱ Գիտակրթական կենտրոնում մայիսի 6-ին կազմակերպվում է սեմինար լրագրողների համար՝ նվիրված արտերկրային քաղաքակրթություններին (ներառյալ SETI, արտարեգակնային մոլորակներ, Երկրի վրա կյանքի ծագումը, աստղակենսաբանություն, ՉԹՕ-ներ և հնայց): Նախատեսվում են զեկուցումներ և քննարկում:

Փարիզյան «Լրագրողներ առանց սահմանների» կազմակերպությունը աշխարհի տարբեր քաղաքական առաջնորդների, հանցավոր խմբավորումների և ապստամբների իր ամենամյա ցուցակում, որպես մամուլի ազատության հանդեպ «գիշատչի», ընդգրկել է նաև Իրանին:

Ըստ կազմակերպության, Իրանի նման կարգավիճակի գլխավոր մեղավորը երկրի գերագույն առաջնորդ Ալի Խամենեին է, ով «պատասխանատու է լրագրողների նկատմամբ շարունակական բնույթ կրող ճնշումների համար: Միջազգային մամուլի դեմ հնչեցրած նրա վարակիչ և բորբոքիչ քննադատություններն արթնացրել են կառավարող մարմինների զայրույթը լրատվամիջոցների հանդեպ: Նա լիովին համաձայնել է այն դատական համակարգի հետ, որը 2009-ի օգոստոսին և 2010-ի հունվարին իրականացրեց մի շարք ցուցադրական դատավարություններ՝ լրագրողներին և բլոգերներին անհավանական երկար ժամկետներով ազատազրկելով և որոշ դեպքերում նույնիսկ մահապատժի ենթարկելով: Հեղափոխական պահակախումբը, որն անուղղակիորեն ենթարկվում է Խամենեին, կառավարում է Թեհրանում գտնվող Էվին բանտը, հետևաբար հենց նա է պատասխանատու այդ բանտում լրագրողներին և բլոգերներին տանջելու և այլ ոտնձգությունների համար»:

Կազմակերպությունը Խամենեին մեղադրում է նաև «մարդկության դեմ հանցանքներ կատարելու մեջ»՝ ավելացնելով, որ նախագահ Ահմադինեջադն էլ «ուղղակիորեն պատասխանատու է այս ճնշման համար, որը նա կազմակերպում է կրթության, մշակույթի նախարարների հետ՝ իսլամական և հեղափոխական պահակախմբի աջակցությամբ»:

Iran ‘predator’ of press freedom, says Reporters Without Borders

The Paris-based media advocacy group Reporters Without Borders has included Iran in its annual list of countries it considers as “predators” of press freedom, including political leaders, criminal organisations and militias from across the world.

According to the group, as Iran’s Supreme Leader, Ali Khamenei “is responsible for the continuing crackdown on journalists and others” since the rigged presidential election of 2009 which won Ahmadinejad a second term in office. “His virulent and inflammatory criticism of media with international links has fuelled the rage of government bodies carrying out the repression. He explicitly agreed to the judicial system staging show trials of journalists in August 2009 and January 2010 and giving journalists and bloggers heavy prison terms and sometimes death sentences. The Revolutionary Guards, commanded by Khamenei, control Teheran’s Evin prison so he is directly responsible for the torture and other abuses of journalists and bloggers jailed there.”

The media watchdog “accuses Khamenei of crimes against humanity,” adding that Ahmadinejad is “directly responsible for this crackdown, which he organises with the ministries of intelligence, culture and Islamic guidance and the Revolutionary Guards.”

Freedom of the Press 2011. Armenia is 146th

Freedom of the Press 2011 identifies the greatest threats to independent media in 196 countries and territories. Released on May 2 as part of the UNESCO World Press Freedom Day celebration in Washington, D.C., the report shows that global media freedom has reached a new low point, contributing to an environment in which only one in every six people live in countries with a Free press. In 2010, there were particularly worrisome trends in the Middle East and the Americas, while improvements were noted in sub-Saharan Africa.

Armenia is ranked 146th among all the countries in the world alongside Egypt where revolution broke out this year. In the ranking of Central and Eastern European countries Armenia is 21st among 29 countries. In both cases Armenia is classified as not free.

Azerbaijan is 171st in global ranking, Iran is on 188th place, while Turkey and Georgia are 112th and 118th respectively and are considered partly free.

Աուդիո. Երևանում շնորհվեց մրցանակ մամուլի ազատության օրվա կապակցությամբ

Մայիսի 2-ին Հայաստանի ժուռնալիստների միությունում Մամուլի ազատության համաշխարհային օրվա կապակցությամբ տեղի ունեցավ «Մամուլի ազատության ժամանակը» մրցանակի հանձնման արարողությունը:

Մրցանակը շնորհվեց «Հետք» թերթի գլխավոր խմբագիր, «Հետաքննող լրագրողներ» ՀԿ-ի նախագահ Էդիկ Բաղդասարյանին հետաքննական լրագրության զարգացման, անկախ դիրքորոշման և մասնագիտական խիզախության համար(2008 և 2009 թվականներին մրցանակը ոչ ոքի չի շնորհվել):

«Հայաստանում մի շրջագիծ է գծված, որից ոչ ոք չի ուզում դուրս գալ»,- խոսելով մեր երկրում լրագրողական դաշտի մասին` նշեց մրցանակակիրը: Էդիկ Բաղդասարյանը համոզված է, որ մեծ ցանկության դեպքում լրագրողները կարող են տեղ հասցնել իրենց ասելիքը` թեկուզ խմբագրություններում իրենց ղեկավարների հետ «կռիվ տալու» գնով:

Միջոցառումը կազմակերպել էին Երևանի մամուլի ակումբը, Հայաստանի ժուռնալիստների միությունը, Մամուլի աջակցության «Ինտերնյուս» հասարակական կազմակերպությունը և Խոսքի ազատության պաշտպանության կոմիտեն:

A Prize Awarded On World Press Freedom Day in Yerevan

On the occasion of World Press Freedom Day an award handing ceremony “Press Freedom Time” took place on May 2, at the Journalists’ Union of Armenia.

The award was handed to the chief editor of “Hetq” newspaper and the president of “Association of Investigating Journalists” Edik Baghdasaryan for the development of investigative journalism, for his independent standpoint and professional courage (no one was awarded the prize in 2008 and 2009).

“There is a drawn circle in Armenia, from which no one wants to get out,” says the prize winner while speaking on the media field in our country. Baghdasaryan is convinced that in case of great desire journalists can make their voice heard, even at the cost of “quarrel” with their managers.

The event was organized by the Yerevan Press Club, the Journalists’ Union of Armenia, the “Internews” media support non-governmental organization and the Committee to Protect Freedom of Expression.

Besides the media freedom awarding ceremony addressed to “the best fighter” of the year, the heads of the media organizations also spoke on topical issues of the media field to journalists.

Head of the Journalists’ Union Astghik Gevorgyan is concerned with the abundance of court cases against the media. According to her this phenomenon harms not only a specific media outlet, but the whole media community.
