Reporters Without Borders has learned that blogger Mehdi Khazali was released on bail of 200 million toman (150 euros) on 12 November pending trial. The son of Ayatollah Abolghasem Khazali, an influential member of the Council of Guardians of the Iranian Constitution for the past 30 years, he was arrested on 13 October after responding to a summons to report to the Tehran prosecutor’s office

He is charged with “activities contrary to national security” and “publishing false information aimed at disrupting public order.” He had been very critical of President Mahmoud Ahmadinejad and the government on his website Baran (http://www.drkhazali.com/) for the past year.

Ankara. November 15 – Journalist and publishing editor are sued in Turkey

Armenia Today reports that the Istambul court aroused a case against the reporter of Turkish newspaper “Taraf” Neshe Duzel and the publishing editor Adnan Demir. The acusation of the Istambul public prosecutor sounds as “propaganda of an armed terroristic organization. They may be sued for 7,5 years.

The cause of the case is the interview of Neshe Duzel with Kurdistan society Union leaders Zubeyr Aydar and Remzi Karal in Brussels.

According to the prosecutor Hakan Karaali’s words, “the article of Duzel justified in the eyes of the reader the declaration of the “separatist organization” to violations and terrorism:, says “Taraf”. The prosecutor also cited the 10th article of the European convention whicht says that the freedom of speach can be limited to protect national security, teritorrial integrity of the country or to restore public order, to prevent crime: “I did not agitate terroristic organization, just the opposite, I support open policy”, – said Duzel in the court and added, that today the Turkish authorities negotiate with that so called “terroristic organization”.

We, the nine undersigning international organisations, condemn the Azerbaijani government’s failure to comply with its international obligations to freedom of expression during the period surrounding the 7 November parliamentary elections. We are deeply concerned by freedom of expression violations prior to and during these elections, which cannot be considered free and fair. We call upon the Azerbaijani authorities to take immediate steps to address these violations and to create an environment conducive to freedom of expression.

We, the undersigning organisations, share deep concerns regarding a number of worrisome freedom of expression trends in the run-up to and during Azerbaijan’s 7 November parliamentary elections, including:

• The failure by the Azerbaijani government to fulfil its international commitments to freedom of expression in the pre-elections environment

• The continued imprisonment of journalists and bloggers critical of the government, including Eynulla Fatullayev, Adnan Hajizade, and Emin Milli

• Widespread self-censorship in the media

• The lack of independent and unbiased reporting and political pluralism in broadcast media in the pre-elections environment

TBILISI, 12 November 2010 – The OSCE Representative on Freedom of the Media, Dunja Mijatovic, today called on the authorities of Armenia, Azerbaijan and Georgia to respect the right of people’s access to government-held information by implementing their countries’ laws in this field.

“We need to change the culture of secrecy and confidentiality for a culture of transparency,” Mijatovic told the 7th OSCE South Caucasus Media Conference, which ended today in Tbilisi.

“Media freedom and freedom of speech in the digital age mean giving everyone – not just a small number of people who own the dominant modes of mass communication, but everyone – an opportunity to use new technologies to participate in decision-making processes, to interact with each other and with public institutions and to share information about politics, public issues and popular culture.”

She said the Internet was an open space for debate to which governments should facilite wider access.

“Minimum state interference in online, as well as in off-line media content, is a guarantee for pluralism, development and trust,” she said.

Վիեննա, նոյեմբերի 1, 2010թ./ ԶԼՄ-ների ազատության հարցերով ԵԱՀԿ ներկայացուցիչ Դունյա Միյատովիչն այսօր ողջունել է YouTube կայքից արգելքը հանելու Թուրքիայի որոշումը` անվանելով այն թուրքական արդարադատության համակարգի կողմից ընդունված դրական և երկար սպասված որոշում:

«Ուրախ եմ լսել, որ երեք տարի անց Թուրքիայում ժողովուրդը կրկին կարող է ազատ օգտվել YouTube կայքից», ասել է Միյատովիչը: «Արգելքը Թուրքիայում համացանցից օգտվողներին թույլ չէր տալիս համաշխարհային տեղեկատվական հասարակության մաս կազմել»:

Հոկտեմբերի 30-ին Անկարայի դատարանը որոշում է ընդունել հանել արգելքը ինտերնետային վիդեո կայքից, որը դրվել էր դեռ 2007 թվականին: Արգելքից առաջ կայքը Թուրքիայում ամենահանրաճանաչ կայքերի շարքում էր:

«Հուսով եմ` այս բեկումնային քայլը առաջինն էր Թուրքիայում ինտերնետային կայքերի արգելքները չեղյալ ճանաչելու գործընթացում», շարունակում էՄիյատովիչը: «Ես կոչ եմ անում Թուրքիային շարունակել այս ուղղությամբ` բարեփոխելով ինտերնետային օրենքները և հանելով մնացած կայքերի արգելքները»:

Միյատովիչի գրասենյակը դեռ վաղուց կոչ էր անում Թուրքիային բարեփոխելու ինտերնետային օրենքը, հայտնի նաև որպես` Օրենք 5651, որը 2007-ից հիմք հանդիսացավ երկրում ինտերնետային կայքերի արգելափակման համար:

VIENNA, 1 November 2010 – Dunja Mijatovic, the OSCE Representative on Freedom of the Media, today welcomed the lifting of a YouTube website ban in Turkey, calling it a positive and long-awaited decision by the Turkish judiciary system.

"I am pleased to hear that after three years, people in Turkey can once again freely access YouTube," said Mijatovic. "The ban prevented Internet users in Turkey from being part of the global information society."

An Ankara court ruled on 30 October to end a ban on the Internet video website that began in 2007. Before the ban, the website had been among the most popular sites in Turkey.

"I hope that this breakthrough is only the first in the lifting of bans on Internet websites in Turkey," Mijatovic said. "I encourage Turkey to continue in this direction by reforming its Internet law and lift remaining website bans."

Mijatovic's office has long been calling for the reform of Turkey's Internet law, also known as Law No. 5651, which has served since 2007 as the basis for mass blockings of websites in the country.
